Revenue/Budget/Taxes

Background:

The Department of Revenue (DOR) is the state's principal tax collection agency.  DOR oversees about 60 different taxes.  DOR collected 96% of state General Fund tax revenues and all local sales tax revenues.  The biggest revenue generators were state and local sales and use tax, which accounted for nearly $11 billion; business and occupation (B&O) tax brought in $2.9 billion.

The Office of Financial Management (OFM) performs an ongoing role in the planning analysis and implementation of the state's operating and capital budgets.  It has the primary responsibility for making budget recommendations to the Governor and presenting Governor's budget proposal to the Legislature and the public.  After budgets are approved by the Legislature and signed into law by the Governor, OFM monitors state agency acitivies for conformance with executive and legislative intent.

Looking beyond the current 'hard times' state budget

The 2009 Legislative session began just as the global recession that had been plaguing much of the rest of the nation hit our state full-force.  What had been an $850 million budget surplus when we left town in March 2008 had turned into a $5 billion budget deficit by the time we returned in January.  Little did we know that things were only going to get more dismal from there.
