Revenue/Budget/Taxes

  

Background:

The Department of Revenue (DOR) is the state's principal tax collection agency.  DOR oversees about 60 different taxes.  DOR collected 96% of state General Fund tax revenues and all local sales tax revenues.  The biggest revenue generators were state and local sales and use tax,which accounted for nearly $11 billion; business and occupation (B&O) tax brought in $2.9 billion. 

The Office of Financial Management (OFM) performs an ongoing role in the planning analysis and implementation of the state's operating and capital budgets.  It has the primary responsibility for making budget recommendations to the Governor and presenting Governor's budget proposal to the Legislature and the public.  After budgets are approved by the Legislature and signed into law by the Governor, OFM monitors state agency acitivies for conformance with executive and legislative intent.

OFM publishes fiscal analysis of Initiatives

The Office of Financial Management (OFM) has released its fiscal analysis of the six initiatives and one referendum on the ballot this fall. The fiscal reviews are required by RCW 29A.72.025. According to the law:

"A fiscal impact statement must describe any projected increase or decrease in revenues, costs, expenditures, or indebtedness that the state or local governments will experience if the ballot measure were approved by state voters. Where appropriate, a fiscal impact statement may include both estimated dollar amounts and a description placing the estimated dollar amounts into context. A fiscal impact statement must include both a summary of not to exceed one hundred words and a more detailed statement that includes the assumptions that were made to develop the fiscal impacts."
